Example dataHi [name],
Thanks again for the conversation yesterday — I'm glad we could talk it through.
To put it in writing: I'd be delighted to accept at $98,000 base. That reflects the range I'm seeing for this title in this market, and the fact that I've built and staffed this function before, which you mentioned is the first priority for the role.
Everything else in the package works for me as offered. If $98,000 isn't possible, I'd be open to discussing the sign-on or the review timing instead.
Happy to sign as soon as it's confirmed.
Best,
[your name]

Common questions
A single, polite, researched counter almost never does — the offer has already cost them weeks of process. What does cause damage is negotiating repeatedly after agreeing, or making demands you can't support.
In several jurisdictions employers are barred from asking, and rules vary by state and country. Where you can decline, redirecting to your expected range is normal and rarely pushed further. Check the rule where you're being hired.
Reopening a signed offer damages trust before you start. The better move is to agree an explicit review date in writing now, and make the case with results at that point.
