They can be, if users had a genuine opportunity to read and accept them. A checkbox at signup is stronger than a link in the footer, and a link in the footer alone is often not enough.

Usually the same document can cover both, but app stores impose their own requirements on top, including specific clauses about in-app purchases.

Give notice, keep dated versions, and don’t apply material changes retroactively. Clause 9 sets a 14-day notice period as a starting point.
